Supportive Services for Registered Apprentices Fund Program
Program overview
The Minnesota Department of Labor and Industry’s (DLI) Apprenticeship Division supports Minnesota's economy by promoting, facilitating, developing and expanding high-quality registered apprenticeship programs (RAPs) that recruit, train and retain a highly skilled workforce. Registered apprenticeship is an earn-as you-learn workforce training model that allows people to earn a good living while mastering in-demand skills.
To further support RAPs and registered apprentices, DLI established the Supportive Services for Registered Apprentices Fund (SSRAF) pilot program. The SSRAF enables Minnesota RAPs or employers to request reimbursement for eligible supportive services provided to their registered apprentices. The purpose of the SSRAF is to reduce barriers to apprenticeship participation, improve apprentice retention, and support apprentice’s successful completion of registered apprenticeship programs.
Apprenticeship Minnesota staff are available to answer questions about the pilot program, RAPs and apprenticeship preparation programs.
Important note: RAPs or employers should use other available funding sources such as the Workforce Innovation and Opportunity Act (WIOA), veterans’ funds and Employer Reasonable Accommodation Fund (ERAF) before requesting reimbursement through the SSRAF. Organizations are expected to coordinate funding sources to ensure that supportive services are provided and reimbursed only once.
Pilot process
The SSRAF will be implemented as a pilot program from Oct. 1, 2026, through June 30, 2027. The initial funding available for the pilot is $25,000.
The SSRAF is funded through a $4.7 million State Apprenticeship Expansion Formula Grant (Award # 24A60AP000057) that DLI received from the U.S. Department of Labor/Employment and Training Administration. ALN/CFDA number 17.285. All RAPs receiving funds will need to comply with the requirements in 2 CFR 200 and 2 CFR 2900, including but not limited to the provisions required by eCFR:: Appendix II to Part 200– Contract Provisions for Non-Federal Entity Contracts under Federal Awards.
DLI will evaluate the program through participant feedback and program data. Based on the evaluation results and the availability of funding, DLI may modify, expand, end or continue the SSRAF.
Application for reimbursement

Available funding is approximately $25,000. Each applicant can apply for up to $4,999.
Information sessions
We invite RAPs, employers, journeyworkers, apprentices and community partners to join us for our virtual SSRAF information sessions. These sessions will provide an overview of the (SSRAF) pilot program, including eligibility requirements, covered supportive services, and the application process, with time allotted for questions.
