All new manufactured homes installed in Minnesota for occupancy are required to be inspected according to the Federal Installation Standards Programs, Code of Federal Regulations (CFR) 3285 and 3286. For more information, view Minnesota Building Code Rules Chapter 1350.

Alterations

Prior to beginning an alteration to a manufactured home, documentation for the proposed alteration must be submitted for review to this agency or the local authority having jurisdiction. Alterations to electrical systems or components require application for permit and inspection by a Minnesota electrical inspector.

New online permit system

For municipalities without an appointed building official, you need to create an account in our new plan review and permit system. Once your plan has been approved, you need to find a certified building official to perform the inspections.

Note: A new online system launched June 22, 2020. Users must create a new account to obtain and pay fees. Contractors must link to their license before obtaining permits.

Depending on the alteration, required information may include:

  • Types of materials and their specifications. Include; span ratings, grade and species, installation instructions, fire ratings, and etc.

  • Procedure for installation of materials; fastener type and spacing.

  • Engineering designs/calculations for trusses, window/door headers, and frame ground support.

  • Method for extension of appliance flues and plumbing vents through roof if roof changes are proposed.

  • Window schedule indicating and verifying compliance for light (8 percent), vent (4 percent), and egress.

  • Plot plan including location on property, property lines, easements, and setbacks.

  • Dimensioned floor plan of existing home and proposed alteration or addition.

  • "R" or "U" values of home when originally constructed (data plate).

  • Owner's name and site address.

  • Contractor's license number and name.

  • Serial number, model name/number, and date of manufacture of home (photocopy of title).


Sales

NOTE:  Paper applications will not be processed after Oct. 1, 2020.

Submit a Notice of Manufactured Home Sale and Installation for all new and used manufactured home sales when the home is to be installed or re-installed.

  • If the home is currently installed for occupancy in a park or located on private property and is not being relocated, a notice of sale is not required.

For new manufactured home sales, licensed dealers must complete and retain in dealer sales record files the Important Notice/Purchaser Disclosure.

  • The notice must be signed and dated by purchaser and purchaser must be provided a copy of the document.

For all new and used manufactured home sales when the home or portions of installation or re-installation are to be completed by the owner. The consumer/purchaser is to sign and be given a copy of the letter Manufactured Home Owner Completing Installation.

  • The dealer must retain a copy of the document in sales record files.

  • If the home is to be installed or re-installed in a licensed manufactured home park, as per Minnesota laws and rules, a licensed installer must complete the installation of re-installation of the home.


Installation seals and certificates

NOTE:  Paper applications will not be processed after Oct. 1, 2020. Any orders received by mail will not be processed and any fees paid will be refunded.

New online system

Installation contractors must link account to license number

You must be a licensed installer (MI) in good standing to apply for installation seals or certificates. To link your account to your license number:

  • After registering as a new user, click on "+Link to Contractor."

  • Enter your MI license number and a message will display confirming your account and license number have been linked. A notification email will be sent to the license holder's email address.

  • Once linked, you'll be able to apply for installation seals or certificates.

Create an account and pay fees

Visit the site and select "Register as a New User" to create an account. You'll receive a verification email to complete the validation process. If you don't receive the email within 15 minutes, check your spam/junk folder. The verification link is valid until midnight the day of registration. If you do not validate your account by midnight, you will need to re-register your email address. View step-by-step instructions.

After creating your user account, login, and link to your installer license. 

Applications for seals or certificates without payment will not be processed. You can pay by credit or debit card, or by e-check. You will be routed to the U.S. Bank portal and can use your existing U.S. Bank payment account, create an account, or continue as guest to make a payment. You will receive confirmation of payment via email.

Duplicate construction seal application

Submit an application for a duplicate construction seal. Note: A new online system launched June 22, 2020. Users must create a new account to obtain a duplicate seal and pay fees.

To create an account: Visit the new online system for plan reviews and permits and select "Register as a New User" to create an account.
