Who needs a permit?

Contractors who install piping systems regulated by Minnesota's high pressure piping statutes and rules must be licensed to do this work and apply for permits prior to the start of construction. High pressure piping systems that require licensing and permits include:

  • steam-piping system designed to operate at more than 15psi, 

  • other heating media piping systems that operate at more than 30 psi and 250 degrees, 

  • ammonia refrigeration systems, and

  • bio-process piping systems.

Minneapolis and St. Paul have municipal agreements with us to issue permits and perform inspections in each city.

Offline field reports for high pressure piping blanket permits

Emergency work conducted under a blanket permit for replacement valves, pipe and fittings must be inspected virtually. Planned work that involves up to 20 feet of pipe and 5 welds will also be inspected virtually. This requirement only covers work that is completed under an existing blanket permit. This requires the pipefitter to submit an offline field report (OFR) inspection using the VuSpex GO app.
