The Business Technology Office (BTO) at the Department of Labor and Industry (DLI) is a team of technology experts who design, facilitate and manage the business technology tools, processes and resources that support the Workers’ Compensation Division and stakeholders across the state of Minnesota.  

BTO is made up of four distinct teams:  Learning, Engagement and Projects (LEAP); Workers’ Compensation Help Desk; Electronic Data Interchange (EDI); and the Product team.  

The Product team bridges the gap between the stakeholders and partners using tools, such as Work Comp Campus, and the technology and data teams tasked with maintaining it. The team accomplishes this by partnering with business users to collect and translate business needs into actionable enhancements to the technology and processes that support workers’ compensation.  

Sarah MonsonSarah Monson, the user experience (UX) researcher for the product team, builds strong relationships with users of workers’ compensation technology and processes so that tangible enhancements can be diagnosed, analyzed and prioritized for improvement. She accomplishes this work through direct partnership, observation and focused interactions.   

Since joining BTO in February 2024, Monson has continued to engage with internal and external Work Comp Campus users, customers and stakeholders to gather input throughout the development and launch of new Campus enhancements. Her research has contributed to many updates and improvements to Campus, as well as the development of new tools that are being used by workers’ compensation professionals throughout the state.  

A highly skilled researcher, the team leverages Monson's expertise to better understand the pleasure- and pain-points users experience when interacting with the DLI’s various technology platforms, including Work Comp Campus, the DLI website, modes of communication and more.  

Some of the Monson's recent work includes:   

  • gathering feedback from Qualified Rehabilitation Consultants (QRCs) to improve Campus functionality, including obtaining appropriate access, changing firms, completing forms and submitting case-related information; 

  • conducting discovery research with the Special Compensation Fund, insurers and self-insured employers to inform upcoming improvements to the SWIFT integration for assessments; 

  • leading usability studies with internal Campus users to identify what is working well and where the system can be improved, using research findings to help the product team prioritize future updates; 

  • continuing to build relationships with stakeholders to understand how Campus can better support their work.
