Understanding options for addressing unpaid vocational rehabilitation bills
Oct. 30, 2025
In the workers' compensation system, there are times when an insurer denies a bill, litigation is initiated and formal adjudication becomes necessary. But most concerns over bills are resolved without a formal determination on the merits. This is a trend seen both at the Department of Labor and Industry (DLI) and the Court of Administrative Hearings (CAH).
To help vocational rehabilitation providers better understand their options when facing an unpaid bill, the DLI Workers' Compensation Division has developed a short educational video and resource guide that outlines several key pathways for addressing billing concerns.
This video covers:
-
The types of services that may be billed by a rehabilitation provider;
-
reminders about required billing formats and documentation;
-
how to use the Workers' Compensation Help Desk as a resource; and
-
informal and formal resolution options available through the DLI Alternative Dispute Resolution unit, which offers early and cooperative dispute resolution opportunities.
While penalties are not the preferred route, this video also explains when they may be appropriate and how to request them through the DLI Compliance, Records and Training unit.
This video is a valuable resource not only for rehabilitation providers, but also for attorneys, insurers and employees. It is one of several educational tools available to all stakeholders on the DLI website.
