PIPELINE logo

The Minnesota PIPELINE (Private Investment, Public Education, Labor and Industry Experience) Program is an innovative approach to address current and future workforce needs. It serves as a catalyst for developing industry-based, employer-driven, dual-training programs throughout the state.

The program targets four high-growth industry sectors with limited experience with Minnesota’s apprenticeship system:

The objectives of the PIPELINE Program are:

  • engage employers, educators, labor and public agencies to support employment-based education;
  • enhance Minnesota’s skilled workforce; and
  • expand dual-training and registered apprenticeship in Minnesota

Industry-based
Leaders from the advanced manufacturing, agriculture, health care services and information technology industries inform and direct the work of the PIPELINE Program.

Employer-driven
Groups of subject-matter experts identify, define and validate occupational competencies for industry-identified PIPELINE occupations.

Dual-training experience
The PIPELINE Program supports employers to develop and expand dual-training through tools and technical support. Dual-training grants, administered by Minnesota Office of Higher Education (OHE), provide funding for employers to create new dual-training programs and provide dual-training opportunities.

  • Participate in Industry Councils.
  • Assist in identifying and validating occupational competencies.

PIPELINE Program industries and occupations

DLI convenes Industry Councils and competency councils to develop occupational competency standards for identified high-demand occupations in advanced manufacturing, agriculture, health care services and information technology. View each industry council's Web page for more information about its validated occupations.

What is a dual-training experience?

A dual-training experience is a structured educational system for an employee that follows a list of guidelines to improve on-the-job-performance, employee occupation credentials and improve wages. To qualify for the dual-training program you must:

  • be an employee of the participating employer, and
  • follow a compiled list of industry specific competency standards while participating in related instruction and on-the-job training.

What is a dual-training grant? How do I apply?

Employers can use dual-training grant awards to train employees in an occupation for which a competency standard has been identified in one of the four PIPELINE industries. The employers must have an agreement with a training institution or program to provide the competency training. The Office of Higher Education is administering these grants, in collaboration with the Department of Labor and Industry.
