Pipe-laying bond renewal - 2015



Changes to the bond requirements for sewer and utility contractors may affect you


Do you perform septic system work?

  • Contractors who install subsurface sewage treatment systems (SSTS) are licensed by the Minnesota Pollution Control Agency (MPCA).
  • Contractors licensed by MPCA no longer need to file a pipe-laying bond with DLI. They will file their bond with MPCA only.
  • If you are licensed by MPCA, do not renew your bond with DLI. Submit your $25,000 SSTS bond to MPCA. The form will be mailed to you by MPCA during the week of Oct. 12, 2015. 

What if I don't do septic system work?

  • Contractors who install building water and sewer piping, but do not work on SSTSs, are still required to maintain a pipe-laying bond with DLI.
  • All pipe-laying bond filings expire Dec. 31, 2015.
  • Be sure to submit your new bond and renewal application forms (PDF) to DLI.
  • Mail all completed forms to:

  • Providing DLI with an email address helps us communicate with you immediately if there is an issue with your renewal, allowing your application to be processed as quickly as possible.

Bond issues

To ensure that your renewal is processed without delay, please review these items relating to the $25,000 surety bond that is required to be submitted to DLI:

Surety bond

  • The notary public must verify the signature of your company's owner or officer in the appropriate "Acknowledgment of Principal" section on the second page of the bond form (Section A or Section B -- Section C must be completed by the surety company).
  • If your company is an individual proprietorship, partnership or LLC, the notary must complete section A.
  • If your company is a corporation, the notary must complete section B.
  • The surety company must complete section C:

Surety Bond

  • A power of attorney form completed by the bonding company must be attached to the bond.
