Question:

When converting a deck with exterior stairs to an enclosed porch or room addition, is a landing required on the exterior side of the door at the top of the stairs?

Answer:

Yes "when...exposed to the weather without adequate protection from a roof, eave, overhang or other covering to prevent moisture or water accumulation on the surface or at joints between members."

Division comments:

Yes, unless the only door is simply a screen door or storm door as permitted in exception 1.3.
