Question:  

According to Section 4.9.3 are all stairs required to either have nosings or sloped risers?

Answer #1:

May the only required accessible toilet rooms be located on a floor without elevator or ramp access when such vertical access is not required by UBC 1103.2.2?
 

Answer #2:

Although UBC Chapter 11 does not address locating required accessible toilet rooms on a floor not provided with vertical access, it was the division's original intent that required accessible toilet rooms be located on an accessible route.

Division comments:

This is consistent with the ADA Accessibility Guidelines as they require accessible toilet rooms to be on an accessible route (4.13).
