The State Appeals Board
The State Appeals Board hears appeals of building code orders, decisions,
or determinations where the affected code jurisdiction does not have an appeals
board.
Sitting on the board is representation from licensed homebuilders, architects, engineers, municipal fire officials and municipal building officials.
Applications to the State Appeals Board should be sent to the attention of Scott McLellan, Assistant Director, Construction Codes and Licensing Division.

"A person aggrieved by the final decision of any municipality as to the application of the code, including any rules adopted under sections 471.465 to 471.469, may, within 180 days of the decision, appeal to the commissioner." See Minnesota Statute 326B.139.
